all of a sudden wont swivel

We opened a shop last fall and we put a vintage emil j paidar chair in our shop at the front , after several months we decided to move it to a different spot in the shop hubby used his dolly and my son for help to move it , our shop is small it didnt go far . After we moved it to a different spot in the shop it will recline but not swivel. It was doing both when we first brought it in and noone has sat in it as we keep a sign on it where they cannot. Any thoughts on what it might be? We are getting folks talking us down on price due to the swivel issue.
